Dr. Cicinelli Expelled


The American Psychiatric Association Board of Trustees, meeting on Dec. 10, 1999, expelled Richard R. Cicinelli, MD, of Pearl River, La. from membership in the Association and the Louisiana Psychiatric Medical Association for violations of the Association's code of ethics. The LPMA recommended expulsion, after an investigation revealed that Dr. Cicinelli had pled guilty to felony charges that he illegally dispensed controlled substances to a patient. His actions are in violation of the Principles of Medical Ethics with Annotations Especially Applicable to Psychiatry Section 1, Annotation 1; Section 2, Annotation 1; and Section 3, Annotation 1. The National Practitioner Data Bank and the Louisiana Board of Medical Examiners were notified of the expulsion.
  Grants for New Treatment Models

The Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Treatment will award $3 million in grants to identify effective outpatient treatment models for people with both substance and mental health disorders. Grants are available to state/local government, Indian tribes and public and private non-profit and for-profit entities who have provided substance abuse services for a minimum of two years. The funds cannot be used to provide treatment services. Applications are available on SAMHSA's web site, www.samhsa.gov or by calling 1-800-729-6686.
